What a school has bought, and how that turns into modules appearing or not.
Two independent questions
Whether a school bought a module is the plan. Whether a person may use it is their role. Both must be true.
A Silver school has no Library for anyone, including the principal. A Gold school has Library, but only for the person holding that duty.
Gating is enforced at the API
Hiding a menu item is never enough on its own. The gate is on the server, so a school on a lower plan cannot reach a module by typing its address.
Changing a plan
Takes effect for a school's sessions as they refresh. If somebody reports a module still missing after an upgrade, have them sign out and back in before investigating further.
Custom grants
A school can be granted a feature outside its plan. Note that the public documentation labels features by their standard plan, so a school with a custom grant sees a badge saying "Gold" for something they have on Silver. That is a known, one-directional inaccuracy.
