The loop
A teacher reports something broken; it becomes a work order; somebody is assigned; it is done and closed. The value is the last step — a report with no closure is a list that everybody stops reading.
Prioritising
Reports carry how much they are stopping work. Anything unsafe should also have been raised directly; do not treat this queue as an alarm system.
Parts
Parts consumed come from Stores, so a work order's cost is real rather than estimated.
