Five tabs, and the first one is the point: Approvals.

A summative paper is approved before it publishes

A teacher authors; someone with the duty approves. That gate exists for summative papers because a question that reaches a student cannot be unsent, and a typo in a weightage is a re-exam. Formative practice does not carry the same gate — the cost of a mistake is a conversation, not a re-sit.

Question bank before papers

Build the bank first and papers assemble from it. A bank shared across sections is what stops the same chapter being tested four different ways by four teachers in the same class.

Sessions

A session is a paper, a cohort and a window. Watch the window against the school day: a session that opens during a games period, or spans the lunch break, produces support calls rather than results.

Review and publish

Results are held until published, so a paper can be checked before a single student sees a score. Publishing is one-way from the student's point of view — they will have seen it.
